You can. Race him in chapter 3, agree with him at the end of chapter 5, banish the whipping option and train with him at the end of chapter 6. I did all this and the option of Bo Lo protecting Rin and Jin was available to me.

Dang thats ashame is there anyway to access tian fangs romance in the trial of dragon though?
If MC has junk or transport ships he can propose to transport Mountain Hazard Sect members. During trip if he has romance points with Tian Fang there is a seduction option.
You can upgrade your ships to junk ships in port if you have 40 prestige.

I'm not sure if it's failure per se, she just backs out from actually doing the deed, while she's completely eager for all the steps before that, because her mom told her to keep her dual cultivation as a trump card. Though there is the in-game announcement that it's a variation of the scene that you get because you haven't completed her personal quest.
Not her quest (it is not written yet), but before the start (on your ship) and during (at a hotsprings) Dragon Trial.
In chapter 8 there are 2 seduction scenes with Tian Fang.
